Tompkins County provides a Language Assistance Program (LAP) to individuals conducting business with the County at no additional cost to the public. This program helps identify and develop services to ensure that persons with limited English proficiency have adequate access to programs and services.

Limited English Proficiency (LEP) individuals are persons who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English. The LEP plan covers translation and interpreting services to persons with limited English proficiency and to deaf or hard of hearing persons under the Americans with Disabilities Act and New York State law.
