On February 27, 2023 at 11:44 AM, Tompkins County Sheriff's Deputies were patrolling North Triphammer Road in the Village of Lansing. Deputies conducted a traffic stop on N. Triphammer Road on a vehicle for expired inspection.
Deputies identified the driver as Richard L. Bower, age 33 of Groton, NY. During their interview with Bower deputies learned that there were narcotics inside of the vehicle. During the search deputies located five (5) small baggies of methamphetamine, two (2) Oxycontin pills, scales, packaging material and much more drug paraphernalia associated with methamphetamine use.
Bower was arrested and charged with two counts of Criminal Possession of a Controlled Substance in the Seventh Degree (Class A Misdemeanor), two counts of Criminally Using Drug Paraphernalia (Class A Misdemeanor) and a traffic ticket for Uninspected Motor Vehicle. Bower was released on an appearance ticket ordering him to return to the Town of Lansing Court at a later date.
