County Legislature

The Tompkins County Legislature Chambers are open to the public for public meetings. All staff, Legislators, and visitors are asked to stay home if you are not feeling well or have COVID symptoms.

Public attendance at meetings of the Legislature is welcome. Members of the public are still able to participate in meetings remotely or submit comments in writing at legislature@tompkins-co.org

Meetings continue to be streamed on the County’s YouTube live streaming service.

Public Comment/Privilege of the Floor

View of the Governor Daniel D. Tompkins Building from Dewitt Park on a beautiful day. The Legislature wants to hear from the community and urges members of the public to comment in one of the following ways:

In-person: If members of the public are interested in commenting in-person at a meeting, please join us in the Legislature Chambers and sign up by completing a blue slip located in the back of the room prior to the start of the meeting. Once completed, please pass the blue slip to the Clerk, and the Chair will call on you at the appropriate time.

Remotely (via Zoom): If members of the public are interested in speaking at a meeting via Zoom, please email your request to legislature@tompkins-co.org at least 24-hours in advance of the meeting. A Zoom link will be provided upon request.

Written Comments: If members of the public are interested in submitting their comments in writing to be shared with all Legislators, please email your comments to legislature@tompkins-co.org

Rules for Speaking under Privilege of the Floor:

  1. I agree to a three-minute time limit;
  2. I agree not to raise my voice;
  3. I agree not to use lewd, obscene, profane, slanderous, or libelous language or speak or act in a manner that would tend to incite a breach of the peace;
  4. I agree not to speak about County personnel matters. Personnel matters include comments about the job performance of named County employees, other than elected officials;
  5. After three minutes, I agree to leave the microphone and yield the floor. Transferring time to another person is not permitted;
  6. I agree to be courteous and not make comments, gestures, or outbursts, or other disruptions while other members of the public or Legislators are speaking;
  7. I agree that, if I cause a disruption and am asked to leave, I will leave the Chambers.

Entrance is at the back of the building facing Dewitt Park. Chambers are located on the 2nd Floor with access by stairs or elevator.
