December 31, 2025 - Stolen Vehicle Recovered Following Flock Alert

On December 31, 2025, a Tompkins County Sheriff’s deputy received a Flock Safety alert indicating a stolen motor vehicle in the area of Green Street and Cayuga Street in the City of Ithaca. The vehicle had been reported stolen out of Broome County.

 

A deputy subsequently located the vehicle on Ithaca Road in the City of Ithaca and conducted a traffic stop. The vehicle was occupied by a driver and one passenger. Broome County authorities confirmed the vehicle was stolen, and both occupants were taken into custody.

 

The driver was identified as Michael A. Smythe, age 33, of Binghamton, NY. Smythe was charged with Criminal Possession of Stolen Property in the Fourth Degree (Class E Felony) and Aggravated Unlicensed Operation in the Third Degree (Misdemeanor). He was released on an appearance ticket.

 

The passenger was identified as Ebony J. Parham, age 32, of Vestal, NY. Parham was charged with Criminal Possession of Stolen Property in the Fourth Degree (Class E Felony). Further investigation revealed Parham previously used the name Ebony J. Smythe and had an active Violation of Probation warrant issued by the North Carolina Department of Adult Corrections, with full extradition authorized.

 

Parham was arraigned at Tompkins County CAP Court and is currently being held pending extradition to North Carolina.

 

All defendants are presumed innocent unless and until proven guilty in a court of law.
