Biennial TA/SNAP Employment Plan now open for public comment

The Temporary Assistance (TA) and Supplemental Nutrition Assistance Program (SNAP) Employment Plan for Tompkins County is available on the Department of Social Services website and open for public comment until December 30, 2025. A hard copy of this document is available for review on-site at the Tompkins County Department of Social Services at 320 W Martin Luther King Jr./State Street in Ithaca. In accordance with the New York State Social Services Law, every two years, each social services district must submit a plan for Office of Temporary and Disability Assistance (OTDA) approval that describes the district’s employment services program. The plan must include a description of how the district provides education, work, training, and support services for all TA and SNAP applicants and recipients, along with other information required by OTDA.
The plan outlines local policy governing programs that provide employment services for TA and SNAP applicants and recipients, as well as optional non-assistance services for individuals eligible for the Temporary Assistance for Needy Families (TANF) services with incomes up to 200% of the federal poverty level. The plan covers many aspects of district employment services, such as the district’s policy and/or procedure for participant assessments and employment plans, approval of training programs, disability determinations and work accommodation procedures, available support services, work activities offered, program partners, work verification procedures, and conciliation procedures.
