The Tompkins County Mental Hygiene Local Services Plan (LSP) for 2024-2027 was developed by a committee composed of the Chair of the Community Services Board (CSB), Chair and Cochairs of the CSB Subcommittees, and the Director of Community Services. The LSP Review Committee (Committee) solicited feedback from community members, local provider agencies, and CSB and subcommittee members through a Local Services Plan Priority Needs Survey conducted in May and June 2023. In addition, various State and local guidance documents and sources of data were used to inform the goals established.
The review of the LSP for the year 2026 used a similar process, and membership of the Committee. They learned about growing needs, progress made in goals and objectives, and considered perspectives on how to resolve challenges. Presentations were made throughout the year, providing greater awareness of OMH, OASAS and OPWDD programs in Tompkins County.
The Subcommittees met with community agencies, school districts, healthcare and program providers to better understand the types of programming available, challenges, growing needs, and program impacts.
In addition to this information, the Committee reviewed 11 reports and sources of data to better understand State priorities as well as local areas of strength and need for improvement.
The Committee submitted the updated plan for 2026 to the full CSB for review and approval at their July 7, 2025, meeting. The plan was then submitted to the State for their review and analysis. Approval of the plan by the State was received on September 3, 2025. A total of seven goal areas were identified based on community need. They are listed below:
- Workforce
- Housing
- Crisis Services
- Cross System Services
- Non-Clinical Supports
- Adverse Childhood Experiences
- Transition Age Services
The community needs addressed by each priority goal area are listed along with the objectives designed to achieve each goal area. Activities in the plan that are due at the end of 2025 are highlighted to ensure this work is finalized by the end of the year.
