About the CSB

Each county in New York State is required under NYS Mental Hygiene Law (Title E, Article 41) to have a Community Services Board (CSB). The primary function of the CSB is to develop and approve the local services plan for mental hygiene services and advocate for services in Tompkins County. Members are appointed by the County Legislature. Whenever practical, membership shall include a licensed physician and a licensed psychologist, but at least two members shall be licensed physicians.

There are three CSB subcommittees: Developmental Disabilities, Mental Health, and Substance Use.


CSB Meetings

Meetings of the Community Services Board (CSB) occur on the first Monday each month at 5:30 pm in the Tompkins County Mental Health Center, 6th Floor Board Room, or via Zoom. If you have any questions or wish to verify a meeting day and time, email Karan Palazzo or call her at 607-274-6250.

CSB Supports

Advisory Board Application

If you are interested in serving as a member on an advisory board, please fill out this application(PDF, 37KB) and send it by email to County Legislature, fax to 607-274-5430, or mail to Tompkins County Legislature, 121 E Court Street, Ithaca, NY 14850. Applications can also be found on the County website or can be picked up in person. We can also send an application by mail or by email to interested persons. We recommend that applicants attend a meeting. Contact Tompkins County Mental Health at 607-274-6250.

Community Services Board

There are 15 CSB members with four-year terms. There is no limit on the number of terms a member may serve.

  • 1 Certified psychologist or licensed physician (may be filled with at-large if no psychologist or physician applies)
  • 1 Licensed physician (may be filled with at-large member if no physician applies) and
  • 13 At-large members.

CSB Subcommittees

Each subcommittee consist of nine members each with four-year terms. Each subcommittee has six community member seats and three mental health board representative seats.

2026 Review of the Local Services Plan for 2024-2027

The Tompkins County Mental Hygiene Local Services Plan (LSP) for 2024-2027 was developed by a committee composed of the Chair of the Community Services Board (CSB), Chair and Cochairs of the CSB Subcommittees, and the Director of Community Services. The LSP Review Committee (Committee) solicited feedback from community members, local provider agencies, and CSB and subcommittee members through a Local Services Plan Priority Needs Survey conducted in May and June 2023. In addition, various State and local guidance documents and sources of data were used to inform the goals established. 

The review of the LSP for the year 2026 used a similar process, and membership of the Committee. They learned about growing needs, progress made in goals and objectives, and considered perspectives on how to resolve challenges. Presentations were made throughout the year, providing greater awareness of OMH, OASAS and OPWDD programs in Tompkins County.  

The Subcommittees met with community agencies, school districts, healthcare and program providers to better understand the types of programming available, challenges, growing needs, and program impacts.

In addition to this information, the Committee reviewed 11 reports and sources of data to better understand State priorities as well as local areas of strength and need for improvement.

The Committee submitted the updated plan for 2026 to the full CSB for review and approval at their July 7, 2025, meeting. The plan was then submitted to the State for their review and analysis.  Approval of the plan by the State was received on September 3, 2025. A total of seven goal areas were identified based on community need. They are listed below: 

  1. Workforce 
  2. Housing
  3. Crisis Services 
  4. Cross System Services
  5. Non-Clinical Supports
  6. Adverse Childhood Experiences 
  7. Transition Age Services 

The community needs addressed by each priority goal area are listed along with the objectives designed to achieve each goal area. Activities in the plan that are due at the end of 2025 are highlighted to ensure this work is finalized by the end of the year.

2023 Annual Report of Funded Agencies

This report covers 14 agencies that receive pass through state aid dollars and funding from the county for mental hygiene services through contracts with the Local Government Unit or LGU. They operate locally to provide services for Adult recreation, Children, Employment, Housing and social support, Mental health, and Substance use. The entry for each agency includes funding amount and source, an impact statement, program highlights, and performance metrics. The report is prepared for the Community Mental Health Services Board (CSB).

 


CSB Subcommittees

The CSB has three separate subcommittees. These are responsible for program planning by identifying areas of strength and need in the community including participation in the development of the local community services plan for the disability they represent. Their recommendations are taken to the Community Services Board for its consideration.

The subcommittees are:

  • Developmental Disabilities Subcommittee, for services to the intellectually and developmentally disabled
  • Mental Health Subcommittee, for services to the mentally ill
  • Substance Use Subcommittee, for services to those suffering from substance use disorder
