Tompkins County announced the completion of the 2026-2029 Transportation Coordinated Plan, which was adopted by the Legislature on July 21, 2026. The plan identifies cost-effective approaches to address transportation gaps and help improve the coordination of transportation services for people with disabilities, older residents, and low-income individuals. The plan includes recommended actions for implementation determined by human service agencies, local government officials, transportation service providers, and Tompkins County residents.

As the recipient of federal and state funding, Tompkins County is required to update its Coordinated Plan every three years for submittal to the New York State Department of Transportation. All grants and newly funded projects that the county, TCAT, or Gadabout wish to take on should reflect the goals and priorities of the Coordinated Plan.

“This Coordinated Plan and its creation process have been a testament to the need for collaboration between transportation and human service providers. It has been a pleasure to work with so many people across the county on this plan and see their commitment to accessible, affordable, and reliable transportation,” remarks Courtney Horner, Transportation Planner for Tompkins County.

The solution topics determined in this plan include: increase employer participation, prioritize grant funding, support vanpools to special events/locations, better serve furthest rural areas of the county, improve cross-county coordination, expand transportation options for people with disabilities and/or mobility impairments, and compile comprehensive resource documents. Each of these topics has short-, medium-, and long-term action items associated with them to measure success.

The full plan can be found on the Tompkins County website and in hard copy at the Tompkins County Public Library and the TCAT main office. Any questions should be directed to Frank Doldo, Chief Transportation Officer for Tompkins County, through email fdoldo@tompkins-co.org or by phone 607-274-5560.
