Epidemiologist
TCWH is seeking an Epidemiologist to join the Division of Community Health. This is a full-time position (40 hours per week). The starting salary is $35.51 per hour, with a working rate of $38.51 per hour after nine months of consecutive employment.
The position will play a leading role in data collection, analysis, and reporting for the Community Health Assessment and Community Health Improvement Plan. It will also evaluate public health and mental health programs to better understand their reach, effectiveness, cost implications, and impact on health equity. The Epidemiologist will collaborate across Whole Health and with the New York State Department of Health, healthcare providers, schools, and community organizations. Some on-call coverage may be required to support disease surveillance and outbreak response.
The ideal candidate is analytical, curious, and skilled at making complex data understandable and useful. They should be able to identify meaningful patterns, communicate findings to a variety of audiences, manage multiple projects, and work collaboratively with program staff and community partners. This is an opportunity to build core epidemiology and surveillance capacity within an integrated public and mental health department and directly inform initiatives beginning in fall 2026.

Operational Support Services Team
Clinical Quality Manager
Tompkins County Whole Health is seeking a Clinical Quality Manager to lead clinical quality improvement and utilization review activities across the Department’s licensed mental health and public health programs. This is a 35-hour-per-week position with a hire rate of $35.51 per hour and a working rate of $38.51 per hour after nine months.
The Clinical Quality Manager reviews clinical records and service data to evaluate documentation quality, medical necessity, person-centered care, regulatory compliance, and Medicaid billing requirements. This position coordinates external audits and program reviews, monitors changes in OMH, DOH, Medicaid, HIPAA, and other requirements, and translates those requirements into practical policies, workflows, documentation standards, and staff training. The role also leads cross-functional quality-improvement projects and develops recommendations and corrective-action plans to strengthen care and reduce organizational risk.

Medical Billing Specialist
Tompkins County Whole Health is seeking an experienced Medical Billing Specialist to oversee the Department’s day-to-day medical billing functions. This is a 40-hour-per-week position with a hire rate of $31.48 per hour and a working rate of $34.13 per hour after nine months.
This position performs specialized, full-cycle billing across multiple mental health and public health programs. Responsibilities include reviewing claims for accuracy and readiness, submitting electronic and paper claims, resolving complex denials and underpayments, processing appeals, reconciling payments and adjustments, monitoring accounts receivable, and coordinating provider and service-location enrollment.
The Medical Billing Specialist also serves as a key resource to clinical, program, fiscal, and administrative staff. The position interprets changing Medicaid, Medicare, managed care, and commercial insurance requirements; develops procedures for new or expanding services; trains staff; and works with payers, eMedNY, clearinghouses, electronic health record vendors, and other partners to resolve billing issues. This work plays an important role in supporting Department revenue, regulatory compliance, and accurate, efficient service delivery.
The ideal candidate has strong medical billing and problem-solving experience, excellent attention to detail, and the ability to manage competing deadlines. Based in the MHOTRS Clinic, this role supports individuals on their mental health recovery journey by providing person-centered support both individually and in groups, onsite in the clinic and through offsite community visits.
