Attention Tompkins County Retirees: 2026 Open Enrollment is here!

The 2026 Open Enrollment period for Tompkins County retirees is currently active and runs through Friday, November 21, 2025. To mitigate the rising cost of healthcare both locally and across the nation, Tompkins County is introducing additional, more affordable health plan options. Non-Medicare eligible Retirees and Families with 2+ dependents will continue to be eligible to elect the Excellus BCBS Platinum Plan that has been traditionally offered. Additionally, the Excellus BCBS Silver Plan with a High Deductible HRA will now be offered effective January 1, 2026. Medicare Eligible retirees and their spouses will remain eligible to elect the CB Secure Medicare Supplemental Plan through the Greater Tompkins County Municipal Health Insurance Consortium. Additionally, Tompkins County has decided to offer an alternative option through the Broome County Purchasing Alliance MAPD PPO 4 Medicare Advantage policy. Lastly, Excellus BCBS Dental Low and High Option plans are available to all Tompkins County retirees effective January 1, 2026. Changing your health plan or electing a dental option is optional for ALL retirees. If you do not wish to make a change to your plan elections, no action is required. However, if you do wish to change health plans or elect one of the new dental options, please email or mail your election forms to the Benefits Team by November 21, 2025.
