frostbite and hypothermia signs symptoms tips
Forecasters with the National Weather Service in Binghamton have issued an Extreme Cold Warning for all of Central NY and Northeastern PA from early Saturday morning through early Sunday afternoon.

A very cold Arctic blast with windy conditions (30-45 mph gusts) and extremely cold wind chills (down to -30F) is expected from early Saturday morning into Sunday morning.

The Department of Emergency Response is reminding residents to take the necessary precautions to protect themselves and adjust plans to avoid being outside during the coldest parts of the day:
  • Avoid travel if possible. If you must go outside: dress in layers, cover exposed skin, and make sure at least one other person knows your whereabouts.
  • Watch for signs of hypothermia: confusion, shivering, difficulty speaking, sleepiness and stiff muscles. Seek medical attention if you experience these symptoms. If no help is available, the victim should be warmed slowly with warm liquids, along with dry clothes and blankets.
  • If you are stranded in a vehicle, avoid carbon monoxide poisoning by running the motor for 10 minutes every hour. While your car is running, open the windows slightly for fresh air. Keep your exhaust pipe clear of any obstructions.
  • Tips to operate generators safely: https://www.dhses.ny.gov/generator
A “Code Blue” shelter at 227 Cherry Street in Ithaca, operated by Volunteers of America, is open 24/7 and serves as a daytime warming center with support services and provides beds every night, regardless of Code Blue status or weather conditions. View the Code Blue Ithaca Flyer for details and contact information. Walk-ins are welcome; no referrals are needed.
