Legal assistance funding for residents facing housing instability

The Tompkins County Legislature has approved $50,000 in contingent funding to support legal assistance services for eligible residents experiencing housing instability, displacement, or eviction-related concerns.
The temporary program was established in response to urgent housing needs in the community, including the recent order to vacate portions of the Asteri apartment building following unsafe conditions identified by the City of Ithaca Fire Marshal. The funding will support qualified legal service providers offering legal advice and representation to eligible households facing housing-related legal challenges.
The initiative is intended to help residents better understand their legal rights and access timely assistance during periods of housing uncertainty.
“Legislators heard clearly during our conversations that many residents are navigating incredibly difficult housing situations without knowing what options or protections are available to them,” said Legislature Chair Shawna Black. “This program is intended to provide immediate legal support and help stabilize residents during a time of uncertainty.”
Tompkins County recognizes the urgent need for residents to have access to legal consultation and housing-related guidance as displacement decisions and housing transitions occur. Legislators also noted that the funding is designed to expand capacity for legal service providers responding to increased community demand.
Under the resolution, the County Administrator and County Attorney are directed to establish an equitable funding and contracting process, coordinate with legal assistance organizations, and ensure funds are distributed quickly to address urgent community needs. The deadline to apply is July 17, 2026.
